Er, well it depends on the predicament. You will know best. I reported someone missing to the police recently. They were very good, but expect a severe grilling if you were the last person known to have seen him. That said, hope he's alright. If you're genuinely concerned and sure something bad has happened, it's never too early.
I'm kinda worried he got himself in some shit. He wasn't sober, and he wasn't a happy camper that night. Hope he gets back, if he doesn't, you will need to start searching on a grander scale it seems...
